I'm pretty sure that there's any other program better than it. I learned to vector in the end of august of this year ^^, but to finish a vector, it depends... i usually take more than 1 hour doing this, because i vector on the Adobe Illustrator and then open it in the PhotoShop and do the minor editings such as the Blush effect, and pen tool. I strongly recommend to you the Illustrator CS3, isn't hard to learn from it and has a lot of tutorials on YouTube, i followed this one: www.youtube.com/watch?v=4_SrKx… (It's a series of 5 videos, very good and detailed), and then i found my way to vetorize (you can learn from it, but then you'll start to find some "alternative routes" to trace lines, color, etc...) Anyway, it's my advice, sorry for the wall of text.
I done one vector from one character of Infinite Stratos (Fan Rin, if you like her, take at look at my gallery ^^), but after that first episode of IS, I MUST Vector that nekomimi scene, isn't too much say that it was the cutest scene i saw in a anime, her voices, scene, clothes, anyway everything, everything was SO MUCH CUTE!
And your vectors aren't so bad, look at my first vectors, they was rubbish too, but if you practice and find the techiniques the best suit you, you can get better at it ^^
